Have you experimented with Engagement Ads yet?  They are ads that fit “in standard display units, which allows them to scale across the web and then expand to a larger format after an innovative two-second hover delay” aka engagement.  The larger formats include lightboxes, hover-to-play, and “standard expandable.”  You can see a variety of creative ways companies are using them here.
